Stichting Klimaatvriendelijk Aanbesteden & Ondernemen (SKAO) published its Ambitions & Priorities 2026–2028 on 11 September 2026. In it, the organisation sets out its strategic direction for the coming years, focusing on the implementation of CO₂ Performance Ladder 4.0 and demonstrably increasing its impact on CO₂ reduction.
SKAO wants version 4.0 to be broadly established in the market by the end of 2028 and for the new elements to become an integral part of organisations’ CO₂ management. The organisation also wants to position the Ladder’s added value more clearly in relation to other instruments and legislation and regulations, including CSRD, SBTi, MKI and EED.
In addition, SKAO is focusing on the consistent and correct use of the Ladder by contracting authorities. The organisation wants to develop an active network in which the Ladder is applied consistently and tenders are structurally rewarded with an award advantage.
SKAO also wants to expand the CO₂ Performance Ladder to new sectors and markets, such as the energy network, defence and the private sector. For international implementation, the ambition is for five European countries to use the Ladder structurally in tenders by the end of 2028.
In 2028, SKAO wants to be able to demonstrate that the new elements of version 4.0 actually lead to additional CO₂ reduction. Research and new data should play an important role in this.
